From his position, reigning over the Four Sky Kings, he is very interested in the uplift of humanity. Buddhism teaches three foundations of spiritual and material success: virtue, concentration (calm, collectedness, unification of mind), and wisdom. Sakka is concerned with the virtue of humankind and monitors conditions on Earth, according to legend, with updates on the Buddhist and ancient Indian lunar observance days. The "messengers" most frequently coming and blending in to observe humans are called gandharvas (Pali, gandhabbas).
There are forces who do not have the best interests of humans at heart, such as the titans (asuras), some reptilians (nagas), ogres (yakkhas), and the hybrid creations mixing human and alien species. Since all are humanoid, it is not a matter of mixing distinct species so much as combining varieties. Just as not all humans come in peace, ETs are motivated by many objectives.
There is not one group and one motive to extraterrestrial contact; there are many. Even the devas engage in war, to say nothing of more selfish groups. Fear helps no one no matter what. There are benevolent beings who watch and ensure that humans survive.
