Karma is a natural "law," which is to say, a regularity and orderliness operating in the universe. For example, as we see in this abbreviated episode of the
Twilight Zone (Episode 28, "
A Nice Place to Visit") TV series, A bad person, being bad, will not appreciate the good -- peace and quiet, kindness and gentleness, cleanliness and silence, and so on. By the same token, a good person will not fit in with bad company and a dreadful environment. And not fitting in, not adjusting to, not accommodating one's surroundings, how long could one last in a "wrong" environment at odds with one's temperament? Again by the same token, a bad person (one accustomed to the deleterious, who has made ones will not feel comfortable, will not fit in, will not find it appealing.
Hell is for hellions.
Heaven is for angelic types (celestial
devas) living in worlds and on planes superior to the human and animal worlds here.
