One thing that I do not understand is this sentence: "We call for negotiations and all possible action to be taken to bring about the release of the hostages – while prioritizing the civilians held by Hamas." In what sense [should] the civilians held by Hamas be prioritized? Over whom? Hamas proposed an exchange of hostages, asking Israel to release the Palestinians held in Israeli prisons (particularly women and children), and Israel refused.
